Clinical Psychaitrist

Locations:
Charleston Air Force Base, SC

Place of Performance: The work to be performed under this contract will be at the 628th Medical Group, 204 West Hill BLVD, BLDG 364, Joint Base Charleston, SC 29404.

Period of Performance: Base Year: 1 Apr 2019 - 31 Mar 2020
Option Year (3): 1 Apr 2020 - 31 Mar 2023

Hours of Performance: The performance hours of the Medical Clinic are 0730-1630 Monday thru Friday.
The schedule or scheduling process is as follows: Monday-Friday 0730-1630 is the normal duty shift with a 30-60 minute unpaid lunch.

Computer Skill Competency: Each HCW shall demonstrate competency as required in the contract and as follows:
Must be knowledgeable in medical privacy and confidentiality (Health Insurance Portability and Accountability Act [HIPAA]); accreditation standards of Accreditation Association for Ambulatory Health Care (AAAHC) and The Joint Commission (TJC); and computer applications/software to include Microsoft Office programs, MS Outlook (e-mail), and internet familiarity is required.

Qualifications:

  • Degree/Education Completion of residency or fellowship in psychiatry acceptable to the Surgeon General, HQ USAF.

  • Shall have practiced as a Board Certified Psychiatrist with hands-on patient care in the outpatient clinical setting for at least 24 months within the past 36 months.

  • Completion of residency or fellowship in psychiatry acceptable to the Surgeon General, HQ USAF.

  • All education and experience requirements per AFI 44-119 that are mandatory as well as suggested for the position the Candidate will be expected to perform during the position they will fill on the contract.

  • Must have and maintain current board certification by the American Board of Psychiatry and Neurology from a US jurisdiction.):

  • Must possess and maintain an active, valid, current, and unrestricted license (with no limitations, stipulations or pending adverse actions) for psychiatric practice in any US state/jurisdiction

  • Possess current DEA registration

  • Possess current BLS for Healthcare Providers – web based training not acceptable

  • Ability to complete favorable clinical privileging, background and security check

Duties: The duties for the HCW are as follows but not limited to:

  • Provides psychiatry services to other designated Air Force mental health clinics through Video Teleconference (VTC) under the guidelines of AFMOA VTC practice (only with whom official MOA's exist with the 628 MDG).

  • Examines, evaluates, diagnoses, and treats psychiatric disorders.

  • Prepares and reviews case histories and obtains and evaluates data through interview techniques.

  • Diagnoses psychiatric disorders.

  • Prescribes and evaluates effectiveness of a wide range of therapeutic measures.

  • Recommends disposition of psychiatric cases.

  • Advises on problems related to mental health and prevention of mental disorders.

  • Serves as medical and psychiatric consultant to clinical psychologists and clinical social workers.

  • Advises on kind and quantity of psychiatric supplies and equipment.

  • Coordinates psychiatric services with other medical activities.

  • Instructs interns and residents in psychiatric principles and procedures.

  • Writes military profiles when mobility or duty limiting conditions or medication use exists.

  • Serves as medical and psychiatric consultant to Commanders and First Sergeants.

  • Assist with Medical Evaluation Boards to the extent that such attendance and participation is relative to his/her assigned cases.

  • Assists with patient check-ins, admissions, discharges, and transfers as directed.

  • Provides individualized patient teaching on appropriate topics to include preventative healthcare and health maintenance.

  • Performs appropriate portions of medical examinations, treatment, diagnostic, and clinical procedures.

  • Records treatment, procedure rendered, and observed effects.

  • Identifies and records patient problems and appropriately notifies provider/nursing Team of observations.

  • Identifies and records patient problems and appropriately notifies provider/nursing Team of observations.

  • Prepares and administers medications in accordance with scope of practice and training.

  • Recognizes and responds to emergencies and performs basic life support measures.

  • Performs medical records reviews and applies appropriate protocols and guidelines to determine medical needs.

  • Maintains patient medical records in electronic format as well as hard copy as required.

  • Prepares and submits administrative reports.

  • Participates in training and continuing education programs for new procedures, techniques, and equipment.

  • Additional daily duty guidelines noted for a Telehealth Psychiatrist on the attached documents that follow this PWS and from the AFI 44-119.

  • As appropriate within established procedures, protocols and scope of practice, must have understanding of and ability to correctly utilize and/or apply; medical terminology, anatomy and physiology, psychology, pharmacology, medical ethics and legal concepts, clinical procedures,patient care; emergency medical treatment to include cardiopulmonary resuscitation, prescription drugs and their administration; operating and maintaining therapeutic equipment, risk management, medical contingency operations, computer operations in the use of basic word processing, data entry and automated medical records.

  • Must possess organization, problem-solving and communication skills to articulate medical requirements to patients, families/care givers, medical and non-medical staff in a professional and courteous way.
